Changes

• Dimension restrictions and messages are now fully driven by Data Packs (refer to the wiki for details).
• Portals will deactivate if entry requirements for their dimension are not met.
• The restriction message now lists the requirements for entering the dimension.
• The restriction message has been moved from the action bar to the chat.
