Create Cobblestone

all changes from the beta versions:

• now support a wider create version range (from 0.5.1-f-build.1417+mc1.20.1 for fabric and 0.5.1.f-26 for forge). Create 6.0.0 is not supported yet, but this will be worked on as soon as create fabric releases for that version too.
• removed the minimum output per second per rpm
• fixed migrated custom datapack outputPerSecondPerRpm
• fixed registering generator types twice (this did not impact anything really, except some logs. The double registered generator type was just overridden.)
• added enableDebugLogging option
  • disabled at default
  • all old debug logging is disabled unless this option is enabled
