Dynamic Resource Pack

First version features:

• Watches server.properties for changes
• When a change has been detected in the resource-pack config, broadcast the change
• The broadcast message has a button to reload the resource pack
• When clicked, the server will push the new resource pack
• Datapacks are also reloaded when a change has been detected
