Realistic Human Pain and Suffering

jfl had to nerf my own mod

• Negative effects slowness and mining fatigue have been nerfed and now start at half part health and max out at level 4
• SplitAll damage distribution will now properly use armor
• Added padding for headshots so it doesnt kill in 2 shots with full netherite
• Negative effects are only ticked in survival
