Short Circuit

• Added config max_circuit_size and max_circuits_per_player
  • max_circuit_size limits the maximum size of circuit (still power of 2)
  • max_circuits_per_player limits how many dynamic circuits a player can use, but not counting recursions
• Fixed Labelling Stick crashes on Integrated Circuit
• Hopefully fixed shift-cliking with sticks not working by directly checking shift key
