Added individual mod limited config config/ShiroLimiter.json

Added new config entry delete your old config file or add "unusedClearMinutes": 5.0, it clears unused stuff in configurable amount of time

ShiroLimiter.json Usage is basic just turn true to false if you dont want that mod limited and relaunch the game
