Disable the startup message as it's broken in the snapshots and was annoying.
Changes
- Changed the function dragonai:help to be dragonai:welcome instead.
- Disabled dragonai:welcome running 3 seconds after the pack loads because it was annoying and the click events were broken.
Simple update to the dragon charging mechanic

- Made the dragon turning while charging smoother, faster, and just better overall.
Support for 25w03a and 25w04a (config menu didn't work on those versions)

I knew I broke something.
Fixed the "Fix MC-272431" option being missing in v1.3.0-beta-1
Support for 25w02a and its' weird /tellraw changes. Untested on any other version, so there may be issues.
Embedded Version Detector into this pack to make it work
