FWS & TAW Tractor Beam Fix

REQUIREMENTS: EMF 3.0+ & ETF 7.0+

Overview: This client-side mod fixes the Wither Storm's Tractor Beams not being orientable. Made specifically for the resource packs:

• VN4's Fresh Wither Storm
• Totally Accurate Wither Storm
