Fix teleport being broken in locales with comma decimal point

Changes:
- Removed all carpet rules cause there weren't really any useful ones
- Redid interactions to be much more lag friendly and easy to use
- Added 2 new interactions: Mob Spawning and Random Ticks
- Fixed the stupid broken explosion logger that's never worked SMH
- Fully supports 1.17.1 through 1.19.4
