Fixed /slowfalling for white power, so white powerv actually works now. Like all the other versions, Waterfall can only use it indirectly.
Added the effects, white power is a bit buggy, MAY NOT WORK.

All it does is make particle spawn on the ground when you take damage. There will be so many more updates in the future.
