Gentler Weather Sounds

• Update pack.mcmeta for 1.21.9 changes

• Add lightning impact sounds

NOTE: There is an issue where summoned lightning will sometimes still use the vanilla sounds.

• Add 2 more rain sounds
• Tweaked sounds in the rain.above tag

• Balance audio levels
• Added the newer sounds to rain.above

• Added three new rain sounds!
